Tournament Rules
General Rules
1. FIFA’s "Laws of the Game" shall govern all tournament play except as modified for the tournament.
2. All teams must register at Tournament Headquarters (Embassy Suites Airport) from 6pm - 8pm.
3. Players may play on only one team participating in this tournament.
4. Protests are not allowed.
5. The Tournament Committee, Coastal United FC or any affliated organizations, organizers or sponsors are not responsible for expenses incurred by any team or individual if the tournament is canceled in whole or inpart for any reason.
6. In unusual situations not provided for in these rules, the Tournament Committee will make decisions regarding the tournament.
USYSA Required Documents at Check-in:
1. Roster: Each player must be properly rostered with the team they are playing on as evidenced by a current Team Roster, Guest Player Roster, Tournament Team Roster or Permission to Travel Roster signed by their appropriate state officials. Teams will provide four (4) copies of your Official State approved roster.
2. Player Pass: Players must have current laminated Player Passes.
3. Travel Permit: Each Out-of-State team must have a Travel Permit issued by the respective state association, if required.
4. Medical Release: Each player must have his or her appropriate associations medical release.
US Club Soccer Required Documents at Check-in:
1. Roster: Each player must be properly rostered with the team they are playing on as evidenced by a current US Club Soccer Team Roster, Guest Player Roster or Tournament Team roster. Teams will provide four(4) copies of your official State approved roster.
2. Player Pass: Players must have current US Club Soccer laminated Player Passes.
3. Medical Release: Each player must have his or her appropriate associations medical release. Each US Club team will provide proof of insurance at team check-in.
FORMAT:
- All teams are guaranteed three (3) games.
- Finals will be played where possible.
- In some groups, round robin formats may be used, with the champions determined on points.
- U9/U10 will play 6v6, with 2, 25-minute halves
- U11/U12 will play 8v8 with 2, 30-minute halves
- U12 will have an 11v11 division, with 2, 30 minute halves
- U13/U14 will play 11v11, with 2, 30 minute halves
1. A "running clock" will be kept except in unusual circumstances (i.e., no time added for injuries, delays).
2. Forfiets are awarded if a team is not ready to ply 10 minutes after the scheduled start of the match.
Point System for Preliminary Matches:
Win = 3 points Tie = 1 point Loss = 0 points Forfiet matches will be recored as 1-0, for 3 points
Tie-Breakers for Preliminary, or Round Robin Standings to Determine Advancement:
If points do not determine standings, the following will apply, in sequence, until standings are determined:
1. Head -to-Head competition, unless more than two teams are tied, in which case proceed to number 2.
2. Goal Differential, with a maximum differential of +3 or -3 per match
3. Most goals scored
4. Fewest goals allowed.
5. Penalty kicks per FIFA guidelines.
Overtime for Group Matches:
There will be no overtime procedures for group play.
Semi-Final and Final matches ending in a tie will use the following system:
A 5-minute rest will be given while captains meet for a coin toss to determine kick-off and goal.
* Two 5 minute Golden Goal halves will be played, with the teams switching ends of the field after the first 5 minutes.
* If the teams are still tied, penalty kicks per FIFA guidelines will be taken.
Only players on the field at the end of the 2nd overtime are eligible to participate in penalty kicks, any one of which can serve as goalkeeper for any kick. An injured keeper can be replaced with a player from the sidelines.
Player’s Equipment:
* Safety: The referee will determine if a player is properly equipped. Metal braces and hard casts are allowed only at the referee’s discretion and if safely covered.
* Jerseys: If, in the referees judgement, jerseys are too similar in color, the home team will change jerseys.
General Play:
U9/U10 Divisions: Offside will be enforced. Slide tackling is legal.
* Home team: In preliminary matches, the designated home team is the team listed first on the schedule. In playoffs, it is the team with the most points or, if teams are tied on points, by coin flip.
* Red/Yellow Cards: The referee will report any cautions or ejections on the Match Report.
* Roster/Passes: Team Rosters, Guest Player Rosters or Tournament Team Rosters and Player Passes shall be available for review at every match. A tournament stamped approved roster will be presented to the Referee Crew prior to each game.
* 15 Minutes: Teams are asked to be at the field no later than 15 minutes prior to game time.
* Opposite Sides: As practical, players and spectators must remain on opposite sides of the field.
* MATCH REPORT CARDS: IT IS THE RESPONSIBILITY OF THE WINNING TEAM TO TURN IN THE MATCH REPORT CARD TO THE SITE HEADQUARTERS TENT. SHOULD THE MATCH END IN A TIE, THE HOME TEAM WILL HAND IN THE MATCH REPORT CARD.
Matches That Cannot Start on Time:
* If the tournament or a field is running behind schedule, both teams should remain at the field ready to begin play immediately upon conclusion of the previous match.
Substitutions:
Unlimited substitutions, with the referees consent, are allowed -
1. Prior to a throw - in by your team 3. Following a goal by either team
2. Prior to a gaol kick by either team 4. At half-time
Substitutions are allowed for injured or yellow-carded players, with the other team allowed to substitute with no limitation on numbers of players.
Misconduct, Cautions and Ejections:
Spectator Behavior: Coaches are responsible for the conduct of their teams’ spectators.
Referee Abuse: Cases of referee abuse will not be tolerated. In accordance with USSF Rule 3042, any caseof referee abuse will result in notification to the South Carolina Youth Soccer Association, and the teams home state association.
Cautions: Players receiving cautions must be subsituted and may re-enter at the next opportunity with the referee’s permission.
Ejections: Players and/or coaches ejected are not allowed to participate in their teams’s next match. Players receiving a red card for fighting will not be eligible for the remainder of the tournament. Players receiving (2) cautions followed by an ejection are suspended from playing in their next match.
For coaches with multiple teams, the coach will not be allowed to coach any team until having sat out the next match for the team that he was ejected from.
* Teams will forfiet a game in which an ineligble player or coach participates.

Teams (coaches, managers and parents are encouraged to register with RainedOut.com for this event. Text notices will be sent out upon cancellation of fields and matches.
Regardless of weather (except for lightning), teams should appear on the field ready to play as scheduled. Only the referee or the Tournament Committee is authorized to cancel or postpone a match, and will do so if the weather so dictates, especially if there is lightning in the area. Matches terminated after the first half has been played will be considered complete at the point terminated. If a game is cancelled due to weather, best efforts will be made to reschedule. If championship matches cannot be played, champions will be determined on points to date.
NO PETS ARE ALLOWED at any site Coastal United FC uses. Please refrain from bringing your pet to the fields as you will be asked to remove them and place them in your car. Please ensure all parents are aware of this rule.
